Proposed Amendments to the GSA Constitution
to be voted for or against, or amended, in the September GSA Meeting. Please read these over prior to the meeting and be prepared to offer your input.
Proposal 1: Clarification of residence requirements for Executive Committee members. Change the existing wording in Section IV - B - 2 from " 2. Said officers shall live in the New York City Metro Area," to "Said officers shall live within a 75 mile radius of Drew University or be able to confirm regular presence on campus or in the Madison area (via class attendance, teaching, employment, etc.)"
Proposal 2: Change of terms of office of Steering Committee members to accomodate May GSA meetings. Change the existing wording in Section IV - B - 3 from, "The terms of office shall end on April 30, or whenever a successor has been duly designated, whichever is later," to, "The terms of office shall begin June 1st and end May 30th, or whenever a successor has been duly designated, whichever is later."
Proposal 3: Changes to section B - 5 - A: Duties of News and Notes Editor. Change wording to reflect cessation of the print form of News and Notes from,
"1) to prepare 4 printed issues of News & Notes each academic year 2) to distribute News & Notes on campus and in graduate student campus mailboxes"
to, "1) to prepare 4 internet issues of News and Notes each academic year 2) to distribute notification of the posting of new issues to graduate student e-mail accounts."
Proposal 4: Explicit permission for e-mail balloting for GSA elections and other issues. Add a subsection "a)" to section V - A - 3 that reads, "Votes may also be collected via an internet web form that requires users to log in, and only permits them to log in once, or via direct e-mail to gsa@drew.edu. Drew graduate students are requested to either cast a paper ballot, send a single e-mail vote, or post a single internet vote, but are not allowed to vote in all three forms. Should it be discovered that a single student voted in more than one form for the same election, all of the student's votes will be invalidated for that ballot."
Proposal 5: Explicit permission for e-mail voting for amendments to the GSA Constitution. Add a subsection "C" to section IX that reads, "The Constitution may also be amended via an e-mail or internet vote during breaks or when calling a meeting to order is otherwise deemed impractical by the GSA Executive Committee. Notification of the proposed amendment shall be sent to the graduate student body 10 days prior to the call to vote. Voting shall be open for seven days after the initial ten day period."
Proposal 6: First, officially and by in person vote to adopt the proposed amendment to the Conference Fund Reimbursement Policy. Second, amend section "7 - c" of new conference reimbursement fund policy to establish cap on Category II requests. Change wording from,
"c. CATEGORY TWO REQUESTS: Reimbursement shall be provided for conference registration and 50% of authorized travel costs. Students are allowed no more than one such request per semester."
to, "CATEGORY TWO REQUESTS: Reimbursement shall be provided for conference registration and 50% or $250 of authorized travel costs, whichever is less. Students are allowed no more than one such request per semester."
